Government must seekto meet citizens needs :: essays research papers
SOME INVESTORS have applied to the government for permission to operate ferry services between Tuen Mun and Macau and the Pearl River Delta (PRD). However, the Transport Bureau has delayed approving their applications, greatly to the applicants' and residents' resentment. If there were such services, things would be much more convenient for north-western New Territories residents who want to go to Macau or the PRD, and it would be in line with Chief Executive Tung Chee-hwa's strategic plan of making better use of the PRD hinterland. People cannot help asking why it remains impossible to offer the public such ferry services. The government has been saying it wants to remove obstacles to the market's smooth operation. However, it has delayed approving those applications, whose approval would bring about new jobs. How does the government propose to justify itself? Nearly one million people live in Tuen Mun, Yuen Long and adjacent areas (north-western New Territories). At present, a citizen living there must take a one-hour vehicle ride to Tsim Sha Tsui or Central if he wants to go to Macau or the PRD by ferry. Such a ride takes almost as much time as a ferry journey from Central to Macau. More important, Tuen Mun is nearer Macau and the Pearl River's mouth. It would take 10 minutes to 15 minutes less time for a jetfoil to travel from Tuen Mun to Macau than from Central. If there were a Macau ferry terminal there, north-western New Territories citizens going to Macau could save more than one hour and some money. Two companies have applied to the government for permission to operate ferry services from Tuen Mun to Macau and Nansha. Last year 19 million citizens left Hong Kong by sea. Most of them went to Macau or the PRD. As one out of seven Hong Kong citizens live in north-western New Territories, one may infer that last year more than two million north-western New territories residents travelled to Macau or the PRD by ferry. If the government decided to have a new Macau ferry terminal in Tuen Mun, things would be much more convenient for them, and investors could do business. However, nothing has been heard about those companies' applications since they were submitted. In response to our inquiries, a Transport Bureau spokesperson said that, since the two existing Macau ferry terminals would not become saturated until 2011, there was no urgent need of building another.

To do anything else is crazy because a state without enough power is a vulnerable state. And, anyway, it is too scary for states not to try to maximize their power. For instance as China continues to expand its military spending $91.à 5 billion in 2011,this only represents about one seventh of the total US defense budget(estimated to reach $663. 8 bilion by the end of the year)according to China: USA FOCUS a non profit organization based in Hong-Kong. Hence this is what Waltz calls the ââ¬Å"security dilemma( waltz,1979:123). â⬠He argues that when one state sees another state trying to increase its power to increase its security, it gets scared, feelsthreatened, and recognizes that it too must increase its power. But, of course, thatscares the other states, and basically there is this mad spiral in which all states are T rying to have more power than all other states. According to Waltz, this competition for power among states is not always as dangerous as it at first sounds. In the international system, every state is sovereign and this implies that sovereign states are not answerable to any higher power. When one sovereign state intervenes in another sovereign state monitoring the domestic affairs of that certain country, it shows the aspect of political hegemony. One good example is that of America which has been intervening in various sovereign states under the disguise of protecting human rights. In doing so it seems like America is becoming a police man of the world. A realist scholar Hobbes (1952) postulates that the powerful will always do what they want and the weak will always comply. In other respects politics and economy are said to have existed in two separate spheres and are not logically connected to one another. In the option of the Marxist and leftists writers on one hand politics and economics are intimately linked. The insatiable desire of capitalists for continuous accumulation has been the force behind the political endeavors in every capital economy state. According to the theory of hegemonic stability, as I am using it in this article, the creation and maintenance of an open and liberal world economy such as the one that has characterized most of the world economy since the end of World War II requires a powerful leader. This leader uses its power and influence to promote trade liberalisation and a stable international monetary system primarily in order to advance its own political and economic interests. The leader, however, can seldom coerce reluctant states to obey the rules of a liberal international economic order and must seek their co-operation. These other states co-operate with the hegemony because it is in their own economic and security interests to do so. For example, although the American hegemony played a crucial role in establishing and managing the world economy following World War 2, it did so with the strong co-operation of its Cold War. Coercion involves the study of threats and demands that encourage the adversary to either reverse its action or stop what it has been doing. Unlike Deterrence, which stresses the prevention of an attack or the use of threats by state A to dissuade its enemy, state B, from attacking, coercion consists of the use of threats by state A, or the coercer (e. g. state hegemony, NATO, UN), to reverse a n act of aggression by state B. To coerce a state, then, means to employ a range of diplomatic and military options. These may include economic/trade sanctions, blockades, embargoes, and precision air-strikes. The threat of exercising these options serves as either an inducement to the transgressor state to stop what it is doing, or as punishment for not taking the steps to comply with the coercerââ¬â¢s demands. Such options, therefore, reflect the costs and benefits of calculated threats, and are often referred to as ex ante demands. The ex ante mix of punishment and inducements, in this case, can either take the form of a carrot/stick or use for that approach.

The main point of this story is to portray that people and other creatures are not able to escape death wherever we may be. The seventh room which is black and terrifying in this beautiful palace supposedly blocked off from death and terror reiterates the fact that death can happen at any time and anywhere. Poe wants to remind of how fast an hour goes by when he states that it is three thousand and six hundred seconds of the Time that flies (Poe). The Fall of the House of Usher is a short story told by a narrator who was childhood friends with the owner of the House of Usher. He starts off by creating a terrifying and horrific mood by explaining the house as a mansion of gloom (Poe). When he passes he feels a sense of insufferable gloom (Poe). Usher buries his twin sister and continues to hear and see her. This shows that guilt can effect a persons mood and mental health significantly. The narrator describes Usher as declining in health and his looks. In his letter to the narrator he describes to have a mental disorder (Poe) which shows Lady Madelines authority and power over him over the years in deterioration of his health. The Cask of Amontillado is narrated by a man called Montresor who is discussing how a man named Fortunato has upset him and he is out to get revenge on him. This story shows how people will take advantage of you in order to get what they want. This is reflected when Montresor invites Fortunato to taste the finest wines with him, so that he will be able to manipulate him into getting his revenge. Poe states that I continued to smile in his face, and he did not understand that I was now smiling at the thought of what I planned for him, at the thought of my revenge (Poe). This statement shows that we should not trust just anyone, and to watch our backs, because you can be blindsided in the blink of an eye. Poe has many different short stories in which he displays a couple different story lines and moods. It is evident that Poe likes to display a scary and dark mood in many of his stories, as he does in five out of the six short stories above. Keats, as is well known, was not a classical scholar, yet he has been famous for his Hellenism, a term which may be defined as a love of Greek art, literature, culture and way of life. Keats had an inborn love for the Greek spirit,-their Religion of Joy and their religion of Beauty. He once wrote to one of his friends that he never ceased to wonder at ââ¬Ëall that incarnate delightââ¬â¢ of the Greek way of life. In fact, he was driven to the world of Greek Beauty because he wanted to escape imaginatively from the harsh realities of his present. It should, however, be noted that ââ¬ËKeats was a Greekââ¬â¢ because he could enter lovingly and imaginatively into the world of the ancients, and not because his knowledge of it was accurate and scholarly. Keatsââ¬â¢ mind was saturated with Greek literature and mythology. He habitually chooses Greek stories for his poetry. Endymion. Hyperion, Lamia, Grecian Urn, Psyche etc,- all have the themes borrowed from the Greeks. The Grecian Urn is a monument of the poetââ¬â¢s power of entering imaginatively into another world. We as readers feel that we have been transported entirely to the Hellenic world of beauty, love, festivity and ritual. It is permeated through and through with the Greek spirit. It may also be noted that the ââ¬ËOdeââ¬â¢ form, which he made particularly his own and in which he excels all other English poets, is typically a Greek verse form. Moreover, there are countless allusions to Greek legends and stories in poems which are not directly based on Greek themes. He frequently refers at all places to Muses, Apollo, Pan, Narcissus, Endymion, Diana, and a number of other classical gods and goddesses. In Ode to Nightingale, we have references to Dryads (That thou, light-winged Dryad of the trees), the goddess Flora (Tasting of Flora and the country green), and Bacchus and his pards (Not charioted by Bacchus and his pards). In Ode on Melancholy, references are made to the river Lethe, goddess Proserpine and Psyche. These allusions are not mere conventional personifications as with other poets;à there is a tone of enjoyment in these allusions which shows that Greek mythology had really taken possession of his mind. The Greek temper of Keats is also revealed particularly in his joy in the Beauty of nature and his zest for an out of door life lived in her midst. Like the Greeks, Keats also takes a sensuous, childlike pleasure in the forms, colours, scents and sounds of nature and sees a god or goddess behind every object and phenomenon of the external world. The following lines can be cited in this regard- And haply the Queen ââ¬âMoon is on her throne, Clusterââ¬â¢d around by all her starry Fays; The Greeks had a zest for life in nature and loved the activities of such life; but they also loved the serenity and quiet of pastoral life. Both these aspects are combined vividly in the Ode on a Grecian Urn. For example, the scenario of the Bacchanalian procession consisting of the flute players, the youth singing under the tree, and the lover about to kiss represent the joy of youth and its energy. On the other hand, the picture of the lowing heifer being led to the sacrificial altar represents the charm of a serene and quiet life. In fact, in his worship of Beauty, Keats justifies the remark of Shelley that he was a Greek. The Hellenic spirit was re-incarnated in Keats. Through his contact with Greek sculptures, he imbibed, as if by instinct, the classical discipline, simplicity and austerity. He was basically a romantic, and in the beginning his art is characterized by the romantic excess. But at times, he could achieve the clearness of outline, the directness and restraint and the austerity and finish of the classics. As Matthew Arnold points out, the last three lines of the Ode on a Grecian Urn, ââ¬Ëis as Greek as anything from Homer or Theocritusââ¬â¢. Similarly the stanza of this Ode beginning, ââ¬ËWho are those coming to the sacrificeââ¬â¢ has been described as having ââ¬Ëthe clear radiance of Greek styleââ¬â¢. In his description, Keats often achieves not only clarity, directness and simplicity, but also the happy combination of movement with repose which characterizes Greek art. For example, in the Ode on Melancholy we get; ââ¬ËBeauty that must die And Joy, whose hand is ever at his lipsà bidding adieuââ¬â¢ Keats also has the passion for perfection of the Greeks. He has the epigrammatic terseness and brevity of the Greeks. Phrases like ââ¬Ëdrowsy numbnessââ¬â¢, ââ¬Ëleaden-eyed despairââ¬â¢, ââ¬Ëleaf-fringed legendsââ¬â¢, ââ¬Ëcold pastoral, ââ¬Ëwakeful anguish of the soulââ¬â¢ etc bear enough testimony to this. The opening two lines of the Ode on a Grecian Urn have even been called by Rossetti as the ââ¬ËPillars of Hercules of the human languageââ¬â¢. However, this Greek note in Keatsââ¬â¢ poetry should not be exaggerated. He surely has the romantic melancholy, romantic exuberance and the love of colour and pageantry of the romantics. As a matter of fact, he got his knowledge of Greek mythology and literature through the study of the Elizabethans and in the process also imbibed their romanticism. In his poetry, we find a rare combination of classicism with romanticism. As Legoius and Cazamian put it, ââ¬Ë Keats affects the rare union of classical discipline, guided by the examples and precepts of the ancients, with the more intrinsically precious matter, which the artist finds in romanticismââ¬â¢. We may also add that he is not always content with the enjoyment merely of the beauty of form. He often tries to penetrate to the real significance and truth which may lie at the back of formal beauty.
