Picture musical instrument Essay In this picture, it showcases a man playing a musical instrument called bagpipes which are prominent and widely used in Scotland and Ireland. Based on the composition of the image, the man is probably a musician from an average social class because his choice clothing is typically worn by commoners probably during the Renaissance period. Generally, this illustration depicts an ordinary event in a musician’s life in the early periods. There are many components in this image that can tell the story of this single picture. Lines, shapes, color, shading and proportions are the elements that give life to a portrait. For the hat, it is a simple head ornament made from a plain fabric. The color gray with touches of brown suggest that it must had been used numerous times. The color combination gives it an aged look making it in a way look stylish. More so, the flower with a hint of light purple and baby pink colored petals that is surrounded by a couple of olive green leaves provided a natural component in the musician’s head cover. At first, it may seem that the beautiful flower is wilting probably because of its downward position but if viewers would look closely, the loveliness of the flower resides on its perfect color combination which exudes harmony. Additionally, a two-toned colored feather is also present on the hat. It is seamlessly intertwined with the flower. The feather added life on this very minimal hat through the blending of the colors gold and cream. Furthermore, the soft brushstrokes on the strands of the feathers give a sense of movement. It contrasted the stiff but delicate position of the flower. Moreover, the feather and the flower can be considered as accents of the hat that showcases the creativity of the musician and his love for things that possess simple yet striking beauty. On another note, hats are usually are worn outdoors during sunny days to protect the face from the rays of the sun. But on this picture, the black background suggests that the time was around in the evening or he was probably indoors which justifies the dark backdrop. Meanwhile, the relatively large brim of the hat had cast a shadow on the musician’s face. In a way, his wrinkles were partly concealed from the viewers’ line of sight. But if it will be examined closely, the series of lines on the forehead and on the mouth area can be considered as the focal points of the facial features. These lines indicate that the musician is probably in his late 40s or early 50s. On the other hand, the eyes tell a different story. It is hard to tell whether the arch of the left eyebrow and the roundness of the eyes signify an emotion. He can either be feeling tired or impassive during his performance. The semi-closed mouth with ripples of lines along the cheek area also adds up to the anonymity of the musician’s emotions. No outstanding feature can really be distinguished making it hard to determine the prominent mood of the painting. Overall, the musician’s face was painted in details. The realistic skin-toned color of the face accented by a small blush of red on the cheeks, the protruding nose, big black eyes, arched eyebrows, nude lips and the fine facial lines made an accurate representation of a male’s physical appearance. Furthermore, the layers of wardrobe added more personality into the painting. The musician is wearing three layers of garments. In the first layer is a white collared long sleeve shirt which is covered by a red V-shaped long sleeve with a wide collar. The bottom of the red shirt is tightened by a garter producing sections of scrunched up fabrics. Also, it seems that there is a set of embroidery at the bottom of the red shirt which serves as the accents to this plain piece of clothing. It is evident from the collar line to the sleeves that the musician is wearing layered clothes. Also, the combination of red and white complements very well. The simplicity of the white is balanced off by the intensity of the red. The third layer is a coat which has the same color as the hat with a dominant grayish tone but with touches of light brown and white. Also, the utilization of dark colors gave a slimming effect on the musician which made him look less stocky. The lining of the coat has a similar shade with the red shirt but more on the orange side. Probably this was intended to give continuity and proper blending of the colors used in the outfit. The whole look of the clothes did not seem stiff because of the folds seen all over the layers of clothing. The folds were intricately added to add movement in order for the clothes to look like as if they were moving with the musician. More so, these folds or lines contrasted the heaviness of the coat which gave a fluid quality to the whole picture. An unusual element was present on the left sleeve of the coat. This object has a circular shape with three layers of different sizes ranging from small to large. At one end is a hole where a red ribbon was tied which was pinned into the coat. Most likely this object is a type of medal that represents the musician’s profession or his achievements or this could just be an ornament used for fashion purposes. Regardless of its function, the circular object adds a touch of splendor to the whole garment. Moreover, the layers of clothing suggest that the weather was cold and that the musician needed the three levels of shirts to provide heat in order for him to properly play his bagpipes. Meanwhile, the bagpipe was illustrated in a neutral mocha brown color. Four pipes of varying heights and appearance were strategically strewn all over the irregularly shaped leather bagpipe. Because of the different sizes of pipes, it gave an illusion of elevation giving some dimension to a flat medium. Also, the creases on the bagpipe added some movement and tension to the image. Furthermore, the hands of the musician holding the main pipe were precisely demonstrated. The veins, the nails and even the lines on the knuckles were accurately portrayed. The viewers can really notice these details which suggest that these hands have been through a lot of experience in playing musical instruments. Despite the rigidity of the details on the hands, the way the hands were positioned displayed softness and finesse which is a true mark of a talented musician.

SOME INVESTORS have applied to the government for permission to operate ferry services between Tuen Mun and Macau and the Pearl River Delta (PRD). However, the Transport Bureau has delayed approving their applications, greatly to the applicants' and residents' resentment. If there were such services, things would be much more convenient for north-western New Territories residents who want to go to Macau or the PRD, and it would be in line with Chief Executive Tung Chee-hwa's strategic plan of making better use of the PRD hinterland. People cannot help asking why it remains impossible to offer the public such ferry services. The government has been saying it wants to remove obstacles to the market's smooth operation. However, it has delayed approving those applications, whose approval would bring about new jobs. How does the government propose to justify itself? Nearly one million people live in Tuen Mun, Yuen Long and adjacent areas (north-western New Territories). At present, a citizen living there must take a one-hour vehicle ride to Tsim Sha Tsui or Central if he wants to go to Macau or the PRD by ferry. Such a ride takes almost as much time as a ferry journey from Central to Macau. More important, Tuen Mun is nearer Macau and the Pearl River's mouth. It would take 10 minutes to 15 minutes less time for a jetfoil to travel from Tuen Mun to Macau than from Central. If there were a Macau ferry terminal there, north-western New Territories citizens going to Macau could save more than one hour and some money. Two companies have applied to the government for permission to operate ferry services from Tuen Mun to Macau and Nansha. Last year 19 million citizens left Hong Kong by sea. Most of them went to Macau or the PRD. As one out of seven Hong Kong citizens live in north-western New Territories, one may infer that last year more than two million north-western New territories residents travelled to Macau or the PRD by ferry. If the government decided to have a new Macau ferry terminal in Tuen Mun, things would be much more convenient for them, and investors could do business. However, nothing has been heard about those companies' applications since they were submitted. In response to our inquiries, a Transport Bureau spokesperson said that, since the two existing Macau ferry terminals would not become saturated until 2011, there was no urgent need of building another.

The present day unipolar system has left USA as the only super power capable of conducting or organizing political military action anywhere in the world.. However, hegemony is present in a system where there is a unipolar structure of influence to match the unipolar structure capabilities for example in the 1990s the United Nations was gradually displaced from its primary responsibility for maintaining peace and security in favour of a revitalized NATO which provided the multilateral cover for US military action in the Balkans. In the war aganst Iraq, the process was taken a step further as NATO was itself sidelined in favour of a coalition of the willing(Bull,2000;23). Politically, because all states recognize that it is in their overriding self-interest to maximize their power, that’s what Waltz says they do. To do anything else is crazy because a state without enough power is a vulnerable state. And, anyway, it is too scary for states not to try to maximize their power. For instance as China continues to expand its military spending $91.  5 billion in 2011,this only represents about one seventh of the total US defense budget(estimated to reach $663. 8 bilion by the end of the year)according to China: USA FOCUS a non profit organization based in Hong-Kong. Hence this is what Waltz calls the â€Å"security dilemma( waltz,1979:123). † He argues that when one state sees another state trying to increase its power to increase its security, it gets scared, feelsthreatened, and recognizes that it too must increase its power. But, of course, thatscares the other states, and basically there is this mad spiral in which all states are T rying to have more power than all other states. According to Waltz, this competition for power among states is not always as dangerous as it at first sounds. In the international system, every state is sovereign and this implies that sovereign states are not answerable to any higher power. When one sovereign state intervenes in another sovereign state monitoring the domestic affairs of that certain country, it shows the aspect of political hegemony. One good example is that of America which has been intervening in various sovereign states under the disguise of protecting human rights. In doing so it seems like America is becoming a police man of the world. A realist scholar Hobbes (1952) postulates that the powerful will always do what they want and the weak will always comply. In other respects politics and economy are said to have existed in two separate spheres and are not logically connected to one another. In the option of the Marxist and leftists writers on one hand politics and economics are intimately linked. The insatiable desire of capitalists for continuous accumulation has been the force behind the political endeavors in every capital economy state. According to the theory of hegemonic stability, as I am using it in this article, the creation and maintenance of an open and liberal world economy such as the one that has characterized most of the world economy since the end of World War II requires a powerful leader. This leader uses its power and influence to promote trade liberalisation and a stable international monetary system primarily in order to advance its own political and economic interests. The leader, however, can seldom coerce reluctant states to obey the rules of a liberal international economic order and must seek their co-operation. These other states co-operate with the hegemony because it is in their own economic and security interests to do so. For example, although the American hegemony played a crucial role in establishing and managing the world economy following World War 2, it did so with the strong co-operation of its Cold War. Coercion involves the study of threats and demands that encourage the adversary to either reverse its action or stop what it has been doing. Unlike Deterrence, which stresses the prevention of an attack or the use of threats by state A to dissuade its enemy, state B, from attacking, coercion consists of the use of threats by state A, or the coercer (e. g. state hegemony, NATO, UN), to reverse a n act of aggression by state B. To coerce a state, then, means to employ a range of diplomatic and military options. These may include economic/trade sanctions, blockades, embargoes, and precision air-strikes. The threat of exercising these options serves as either an inducement to the transgressor state to stop what it is doing, or as punishment for not taking the steps to comply with the coercer’s demands. Such options, therefore, reflect the costs and benefits of calculated threats, and are often referred to as ex ante demands. The ex ante mix of punishment and inducements, in this case, can either take the form of a carrot/stick or use for that approach.
